2. If I am scheduled for Service Disconnection, would it be safe to pay my Utility Service Bill online?
No. If you have been scheduled for Service Disconnection, we recommend that you contact the Bartow County Water Department between the hours of 8:00 a.m.and 5:00 p.m., Monday through Friday @ (770) 387-5170 for payment information. This will ensure that no additional delays will occur and that your service is restored as soon as possible. Using this Online Payment System could possibly take 2-3 business days to process.
3. What can I do if I forget my Customer Account Number?
If you cannot remember your Customer Account Number, which is required to submit an Online Payment of your Utility Service Bill, you can simply look at a previous Utility Service Bill for your Customer Account Number or contact the Bartow County Water Department between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday @ (770) 387-5170.
4. Can I change my Online Payment Option Username, Password and/or Customer Account Number?
Yes, you are able to change your Customer Username and Password through our Online Payment System. You will have this opportunity in the Account Setup Option of BillPay by clicking upon the "Update My Settings" button. This button allows you to change your Customer Username and/or Password, make Credit Card Billing Address changes or modify your Recurring Billing Settings.
5. Can I change my Customer Account Number?
No. Your Customer Account Number is encoded throughout our utility billing software database and cannot be changed.
6. My current Bartow County Water Department Utility Service Bill is due on the 15th of each month. Is it possible to change my Billing Due Date to the 1st of the month (or vice versa)?

The planning, design and construction of Residential, Commercial and Industrial Developments must be thoroughly analyzed, reviewed and inspected by our Engineering & Development Department to verify their accordance with established development procedures, specifications, requirements, local ordinances, Bartow County Growth Management Plan and all other applicable guidelines prior to final approval and connection with the Bartow County Water & Sewer Utility Systems. A Developer (or his/her authorized representative) must submit a formal written request to the Bartow County Water Department regarding the current availability status of Water and/or Sewer Utility Service(s) at or near their Proposed Development. For Water Utility System Developments, a Flow Test Fee of $135.00 must be submitted to our department prior to performing a Water System Flow Test that shall be conducted upon the water service main fire hydrant located nearest to the proposed Development for the purposes of calculating current Water Utility System pressure levels and fire flow rates. Based upon the results of this Water System Flow Test, the Developer’s Engineer must then calculate the availability of water required to meet peak domestic service demands and fire flow protection for the Proposed Development. The Water Utility System shall be designed to maintain a minimum service pressure of 30 p.s.i. (pounds per square inch) at each Water Utility Service Connection and all associated distribution points under peak domestic water demand and fire flow. The Developer’s Engineer must provide a comprehensive report based upon these results detailing the construction purpose, average daily water consumption and peak demands calculated to service the Proposed Development certifying that connection of said Development to the Bartow County Water System shall not produce unacceptable fire flow levels. Fire flows shall be no less than 1,000 g.p.m. for Commercial and Industrial Developments; no less than 750 g.p.m. for Multi-Family Residential Developments; and no less than 500 g.p.m. for Single-Family Residential Developments. (Note: For Low-Density Developments, lower fire flows may be acceptable based upon the risk to adjoining properties as determined by the acting Bartow County Fire Chief). For Water and Sewer Utility System Developments, the Developer must provide the Bartow County Water Department with three (3) complete sets of Construction Plans for the Proposed Development detailing the geographic location, Development layout and conceptual design of proposed Water and/or Sewer Utility System Service(s) with separate Construction Plans for both Water and Sewer Utility Systems. A $200.00 Plan Review Fee shall be submitted for each set of Plans (and each new version of Plans) reviewed including Preliminary Plans, Construction Plans and As-Builts (Final) Plans. Development Plans submitted to the Bartow CountyWater Department for approval must also be accompanied by a letter signed by a Georgia Registered Engineer confirming that a landfill will not be constructed on the Proposed Development site:Pursuant to Act 599, “The Erosion and Sedimentation Act”: “Therefore, effective immediately, all utility plans submitted to the Division for environmental approval, as required by State regulations, must include defined contract requirements for erosion and sedimentation control. Requirements for erosion and sedimentation control should be defined such that costs may be included in the bid proposal. Please note, however, that any required erosion and sediment control plan must still be approved by the Soil and Water Conservation District. If the Environmental Protection Division is the permitting authority for the land-disturbing permit for the specific project, a thirty (30) day public notice will be required. All local jurisdictions with delegated environmental approval responsibilities should be guided accordingly in the development and approval of construction water and sewer project plans”.
The Proposed Development will be reviewed by the Bartow County Water Department and, if approved, one (1) copy of the approved Plan shall be returned to the Developer for construction purposes. The Developer shall schedule a pre-construction conference with his Contractor and the Bartow County Water Department to coordinate project construction schedules including making road bores; installing water and sewer taps; connection to existing Water and/or Sewer Utility Service Mains, arranging for the acquisition of all necessary permits, etc. (Note: Contractors must possess a valid Georgia Utilities Contractor License and be formally approved by the Bartow County Water Department). The Contractor shall then provide the Bartow County Water Department with a certified copy of his quote for the Development. Prior to the Bartow County Water Department granting initial construction authorization for the Development, a Tap-On Fee ($780.00 for each Water/Sewer Service Main Connection) and an Inspection Fee equivalent to 2% of the Projected Development Construction Cost ($200.00 Minimum) shall be submitted to our department. (Note: Confirmation of the Final Contract total may be required before construction approval is granted for the Development)! In addition, water usage for filling and flushing will be billed at $5.44 per thousand (1,000) Gallons based upon a minimum of four (4) times the volume of the pipe. {Example: 5,000 LF 8” Pipe X 2.89 Gallons/ft. X $5.44/Thousand (1,000) Gallons X 4 = $314.43.} The Contractor must adhere to Bartow County Water & Sewer System Specifications per materials used and methods of installation (Note: Please see "Bartow County Water & Sewer System Construction Procedures & Specifications" below). During periods of construction the Developer and/or Contractor shall be responsible for installing locate flags, painting the curb at all road crossings, short-side taps and maintaining same until all Water and/or Sewer Utility Services are installed and completed. Should access to any new Development cross or cover an existing Polyvinyl Chloride (PVC) Water Service Main, the Developer shall be responsible for relocating the affected Water Service Main or replacing it with Ductile Iron Pipe (DIP). The Contractor will be required to periodically update the Bartow County Water Department regarding construction progress of the Development so mandatory inspections can be scheduled and conducted. Due to past problems with ditches settling, the Bartow County Water Department at its own discretion may require that compaction tests be performed by a reputable firm at the Developer’s expense to ensure proper compaction has been achieved. Prior to the installation of water meters and/or sewer taps within the Development, all required Water and/or Sewer Utility System tests shall be conducted and passed per Bartow County Water Department Specifications while any applicable property deeds and/or utility easements shall be executed and properly recorded. As-Built (Final) Drawings shall be submitted to the Bartow County Water Department along with a $200.00 Plan Review Fee detailing the exact location of all Water and/or Sewer Utility System infrastructure including service mains, service taps, valves, manholes and fire hydrants. These As-Built (Final) Drawings shall be produced by the Engineer of Record for the Development and presented on two (2) complete sets of fresh drawings. The Engineer of Record must also certify upon the As-Built (Final) Drawings that they (or his/her designated representative under their direct supervision) have made sufficient visits to the Development confirming that said Development was constructed according to Bartow County Water Department Plans and Specifications as approved. A final inspection shall then be conducted by the Bartow County Water Department to assure that these As-Built (Final) Drawings are accurate and that all meter setters, meter boxes, sewer taps, sewer manholes and all other Water and/or Sewer Utility System infrastructure has been properly installed. Note: If a water meter cannot be properly seated, an additional charge shall be made for adjustments performed to the meter setters and/or meter box or any repairs to the same. Once all required maintenance procedures indicated during this final inspection have been successfully corrected by the Contractor and accepted by the Bartow County Water Department, final approval shall be granted for the Water and/or Sewer Utility System(s).Note: The Developer shall be solely responsible for all Water and/or Sewer Utility System(s) repairs performed within the Development for a period of one (1) year from the date of final Water and/or Sewer Utility System(s) approval. Should a leak and/or blowout occur during this mandatory one-year warranty period, the Developer shall be responsible for all necessary repairs, estimated water loss, retesting of the Water and/or Sewer Utility System(s) and reimbursement of any associated expenses incurred by the Bartow County Water Department.

"Water Distribution & Transmission Fees" are determined based upon the greater amount of either: A) $815.00 per Equivalent Dwelling Unit (E.D.U.), equal to approximately 350 Gallons per Day (G.P.D.) as detailed within the “Bartow County Water Department Structural Daily Water Usage Schedule” or B) The applicable "Water Distribution & Transmission Fee" indicated within the Water Service Readiness-to-Serve Rate Table below. "Wastewater Collection Fees" are determined based upon the greater amount of either: A) $950.00 per Equivalent Dwelling Unit (E.D.U.) or B) The applicable "Wastewater Collection Fee" indicated within the Sewer Service Readiness-to-Serve Rate Table below. Bartow County has become one of the most rapidly developing Counties within the State of Georgia. According to the 2010 United States Census, our population exceeds 97,000 residents, reflecting a substantial increase of approximately 36% during the past decade. Residential, Commercial and Industrial Developments established in response to this continued growth have placed increased construction and service demands upon every local utility provider including the Bartow County Water Department. The current Bartow County Water Department system-wide water consumption average is approximately 5.6 M.G.D. (Million Gallons Per Day), equivalent to 2.05 Billion Gallons Per Year. The Bartow County Government recently obtained the professional services of economic advisors, certified auditors and engineering firms to conduct a series of financial evaluations, system infrastructure analyses, environmental surveys and resource availability studies in formulating the most productive and cost-efficient solutions to successfully manage the impacts of continued growth upon our local communities. The information collected and resolutions discovered from this extensive period of research are detailed within the "Bartow County Growth Management Plan" © February 7, 1997. Monetary funding required for the construction of Water and Sewer System expansion projects deemed essential within this publication are currently provided to our department through several financial resources including metered water sales; corporate and private grants; short-term loans; and capital collected through the Special Purpose Local Option Sales Tax (S.P.L.O.S.T.) Program that was successfully voted into Bartow County law during the June 19, 2007 Election that is projected to provide our utility system with an additional $18 million of operational and construction revenue through 2012. The Bartow County Water Department contracted the digital mapping expertise of Sanborn Colorado, LLC® headquartered in Colorado Springs, Colorado to assist with the conversion of over 1,000 Water and Sewer Utility System sources into G.I.S. coordinate-based digital renderings. Additional Residential, Commercial and Industrial Development mapping sources were also submitted to Mactec Engineering and Consulting® headquartered in Warner Robins, Georgia for digital conversion to ensure our Water and Sewer Utility System infrastructure is being represented in an accurate and timely manner. There is a $1.00 Convenience Fee for using this Online Payment System. This fee will be charged at the time of payment authorization.
8. Do you take partial payments using this Online Payment System?
Yes. We understand that there are times when partial payments are necessary, so we gladly accept Utility Service Payments on current account balances. However, if your account is past due, you must contact Ms. Amy Agnew at the Bartow County Water Department between the hours of 8:00a.m. and 5:00 p.m., Monday through Friday @ (770) 387-5170 to make payment arrangements before submitting a partial Utility Service Payment using this Online Payment System.
9. What type of payment confirmation does the payee receive using this Online Payment System?
When your Utility Service Payment has been processed with this Online Payment System, you will receive an electronic (e-mail) payment confirmation. We recommend that you print and retain this payment confirmation for your personal records.
10. Can I prepay my account or set up Recurring Monthly Payments using this Online Payment System?
Yes. This Online Payment System does allow you to prepay your account. If your account has a zero balance ($0.00) or a credit balance, you will not see the "Pay Total Due" button. You would have to select the "Pay Different Amount" buttong to submit an advance Utility Service Payment.
This Online Payment System also allows you to set up Recurring Payments. If you select the Recurring Payment Option, your credit card will be automatically charge the Total Due on your account every Billing Cycle when a balance is due based upon the day of the month you have selected.
11. How long does it take to process a Utility Service Payment using this Online Payment System?
The processing time for a Utility Service Payment submitted through this Online Payment System is typically 2-3 business days.
12. Is it safe using this Online Payment System?
Yes. Using this Online Payment System is completely secure, using the highest encryption methods available and at no time does this Online Payment System store your personal credit card information. However, BartowCountycannot be responsible for any malicious software applications that may be running on your personal computer. Please be sure that your personal computer is protected against malicious activity by installing recommended security updates, patches, virus protection, firewalls, etc.
13. What should I do with the Utility Service Payment stub you ask me to submit with my payment?
Although the Utility Service Payment stub is no longer needed after submitting your Online Payment, we recommend that you retain the Customer Receipt portion of your Utility Service Bill for your personal records along with the printed confirmation sheet of your Online Billing Payment.
14. When is the money withdrawn from my account using this Online Payment System?
This may vary from one banking institution to another. For accurate account information, please review your bank statement.
15. How much of my account Online Payment History can be viewed using this Online Payment System?
At this time, our Online Payment System allows Customers to review the last 12 months of their Online Billing Payment History.
16. What are the system requirements for using this Online Payment System?
There are no special requirements for submitting your Utility Service Billing Payment with this Online Payment System. All that you need is a computer with Internet access and a valid account with the Bartow County Water Department which consists of your Customer Billing Name and Customer Account Number. For your privacy, both items are required to view and submit Utility Service Payments for your account through our Online Payment System.
17. Where do I find my Customer Account Number?
The Customer Account Number can be located on your Utility Service Bill just above your Customer Name and Mailing Address.
18. Do I have to enter my Personal Information each time?
Yes. For your privacy you must enter the correctly formatted Customer Billing Name and your Customer Account Number. Once you have accessed your account, you can select the option to remember your Personal Information.
19. What other payment options do I have?
For you convenience, the Bartow County Water Department offers a variety of payment options. In addition to this Online Payment System, you are welcome to pay over the counter at our main office located @ 50 Nelson Street; Cartersville, GA30120. If you are paying your Utility Service Bill with cash, please bring both sides of your Utility Service Bill and the Customer Receipt portion will be stamped with "PAID". With your Utility Service Bill stub, you can submit Utility Service Payments through our convenient Drive-Thru Window from 8:00 a.m.to 4:30 p.m., Monday through Friday. We also have a Night-Drop Deposit Box which is available 24 hours/7 days a week. You may also mail your Utility Service Payment to: Bartow County Water Department; P.O. Box 850; Cartersville, GA 30120 or establish an Automatic Bank Draft through your personal banking institution. We do not accept Utility Service Payments over the telephone! 21. I am getting an error when attempting to login which indicates that my account does not exist. What can I do?
When having problems accessing your account, please make sure that you are using the correctly formatted Customer Billing Name and the correct Customer Account Number. They must be entered exactly as they appear on your Utility Service Bill.
22. How do I know if I am scheduled for Non-Payment Service Disconnection?
If your Account Balance is past due, the Past Due Amount will be reflected on your Utility Service Bill as Subject-to-Disconnect. The Bartow County Water Department does not mail any subsequent Non-Payment Service Disconnection notifications. Please remember that if your service has been disconnected, there will be an additional Reconnection Fee ($25.00 before 4:00p.m./$40.00 after 4:00 p.m.) applied to your account and complete payment of the Account Balance must be submitted prior to 2:00 p.m.

This will ensure that no additional delays will occur and that your service is restored as soon as possible. Using this Online Payment System could possibly take from 2-3 business days to process.
2. If I am scheduled for Service Disconnection, would it be safe to pay my Utility Service Bill online?

3. What can I do if I forget my Customer Account Number?
If you cannot remember your Customer Account Number, which is required to submit an Online Payment of your Utility Service Bill, you can simply look at a previous Utility Service Bill for your Customer Account Number or contact the Bartow County Water Department between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday @ (770) 387-5170.
4. Can I change my Online Payment Option Username, Password and/or Customer Account Number?
Yes, you are able to change your Customer Username and Password through our Online Payment System. You will have this opportunity in the Account Setup Option of BillPay by clicking upon the "Update My Settings" button. This button allows you to change your Customer Username and/or Password, make Credit Card Billing Address changes or modify your Recurring Billing Settings.
5. Can I change my Customer Account Number?
No. Your Customer Account Number is encoded throughout our utility billing software database and cannot be changed.
6. My current Bartow County Water Department Utility Service Bill is due on the 15th of each month. Is it possible to change my Billing Due Date to the 1st of the month (or vice versa)?
